Patrol joins child support battle in Washington

Soon deadbeat parents will have one less place to hide money they owe their children.

The Washington State Patrol and the state Department of Social and Health Services have formed a unique partnership to go after unpaid child support.

"I'm confident this collaboration will benefit children short term and long term," DSHS program specialist Bob Withrow said.

Beginning this month, DSHS will train patrol property and evidence custodians around the state to use the child support debt registry. The database contains the names of parents who owe child support. The custodians will check the database each time the State Patrol places money into evidence for safekeeping after a traffic accident or when it is seized during a drug bust.

If there is a match, DSHS can order the money used for unpaid child support. The owner can appeal the garnishment order by going through an administrative hearing.

Statewide, 180,000 to 200,000 parents owe child support, affecting more than 425,000 children.

"During any given month, we only collect about 64 percent of what is owed that month," Withrow said.

That leaves million of dollars in unpaid support.

A majority of those parents who are behind in support just don't have the money, Withrow said. But there also are parents who are just dodging their responsibilities, he said.

"This is just another way to crack down," he said.

There is no clear estimate of how much money could be recovered by giving the State Patrol access to the registry, Withrow said. "I'm really interested to see how much money we get through this," he said.

At the end of November, nearly $600,000 was being held by the state patrol, Capt. Coral Estes said. "This is a great partnership," Estes said. "We will be able to return money to children who are entitled to it."

Not everyone who is stopped by troopers will be checked against the registry, Estes said. It will be used only when money is checked into the state patrol's eight district evidence buildings. Money is taken for safekeeping when there is an accident, and the owner is unable to claim the money immediately. The patrol also seizes money in drug investigations.

Currently drug-seizure money is used for drug enforcement.

"We could take a bit of a hit, but the money should go to the children and families who are owed," Estes said.

The money likely will be available to families less than three weeks after being checked into evidence and compared against the registry. "We're hoping this partnership sets an example and other law enforcement agencies will follow," Withrow said.
