Key ingredient of meth seized in bust near Washington border

A vehicle rolling through a field east of Sumas, B.C., yesterday morning was hauling a big load -- and it wasn't raspberries.

Border Patrol agents stopped the van on the Mount Baker Highway near Bellingham, Washington and seized 200 pounds of "B.C. Bud" worth about $800,000 and, perhaps more significantly, 220 pounds of ephedrine, a primary ingredient used for the production of methamphetamines.

With that much ephedrine, illegal drug labs could have produced "enough meth to keep everyone in Western Washington high for a month," according to Joe Giuliano, Acting Deputy Chief of the Blaine Sector Border Patrol.

In many cases, ephedrine for meth is obtained from cold medicine. Giuliano said that the methamphetamine can be produced at about a 1-1 ratio with pure ephedrine.

Although it is still unclear where the drug-making ingredients were headed, law enforcement officials in Whatcom County, Washington have seen a sharp increase in meth labs recently.

"It's huge here," said Jeff Parks, Chief Criminal Deputy for the Whatcom County, Washington Sheriff's Office.

"It's on the top of our list in what we think is a crisis in the making."

Sheriff's deputies in Whatcom County, Washington identified 30 meth labs in the first half of this year. By way of comparison, that's up from nine in all of 2001, Parks said.

Meth production and related activities such as mail theft and burglary are on the rise in part because drug makers from counties that have cracked down on meth labs have been relocating to Whatcom County, Parks said.

The Washington Sheriff's Office has requested two additional deputies to focus on the blooming crime wave.

Currently deputies can only respond to 10 percent of the tips related to meth production, authorities say.

In yesterday's seizure, border agents using electronic surveillance cameras spotted the van and a sport-utility vehicle. They recorded license plate numbers and descriptions of the vehicles and reported them to agents in the Bellingham office.

A 16-year old Canadian was driving the van. A 26-year-old East Indian drove the SUV, authorities said.

Both were arrested and turned over to the Drug Enforcement Administration.
