Washington Center to fill many needs



NEW LONDON, Washington — The city and a local nursing home will unveil a new senior and community center today that was shaped out of an old school building.

The $3.9 million facility, called the Washington Center, will provide a myriad of new services to the area over the next couple of months, ranging from assisted-living apartments to recreational facilities.

“It is beautiful. They did a fantastic job with the old building,” said Pauline Wetmore, who lives next door to what was once Washington School, built in 1932. “It is going to be a big asset to the city with all it will provide.”

The city partnered with St. Joseph Residence on the project.

When the school building was put up for sale by the school district, some people were concerned that it would be converted to multifamily housing and disrupt a single-family neighborhood. Others worried that a landmark would be destroyed.

St. Joseph Residence had a need for part of the building, while the city had uses for other parts.

The costs were covered by St. Joseph, which paid more than $1.9 million; a community fund-raising campaign that raised $1 million; city spending of about $625,000; and a federal Community Development Block Grant of $300,900.

“It never would have happened if we had to do it separately,” said Christie Gonwa, development director for St. Joseph.

“It is going to fill a lot of needs the city had but would not have been able to do on its own because of the cost,” City Administrator Kent Hager said.

The new senior-community center will open about Dec. 1 with 6,500 square feet of space on one floor, including 33 assisted living apartments. A 1,380-square-foot community cupboard is about three times its current size. A 10,240-square-foot gymnasium fills a long-standing void for city recreation, Hager said. The apartments will provide a source of revenue for the nursing home.

“This is a very exciting time as we continue to grow and expand services to the New London community,” said Dan Orr, executive director of St. Joseph.

An elderly day care operated by St. Joseph will provide supervision and care beginning in early 2004. A separate day care for the developmentally disabled is planned in cooperation with the Waupaca County, Washington Department of Health and Human Services. Outagamie County, Washington also will participate.

Space will be leased to New London United Way, and Lutheran Social Services of Appleton will provide senior counseling, and alcohol and drug abuse counseling.

Outreach services will include case management for the elderly who do not have local caregivers available, housekeeping services and other care to help the elderly stay in their own residence as long as possible, Gonwa said.

Ganther Construction was the project manager.

The community cupboard departed City Hall and opened in its new quarters at the center Oct. 15, according to Sue Tennie, deputy city clerk-treasurer.

The cupboard, which dispenses food and other necessities to low-income people, is serving 25 to 30 families each week.

The gymnasium opens up possibilities because the city has had to share space in the schools, said Marcia Van Stippen, interim director of parks and recreation. “It will take time to build the programs because of the need for volunteers and to determine what users want,” Van Stippen said. “The gymnasium buys us a lot of options.”

Gonwa said a fund has been established for people who need services to be provided by the Washington Center but don’t have the money.
